Sourcemod Issues in 2019.

Hey i recently made a server for the hidden source for a group of people in this discord to play in. i am currently working on how to add plugins for my server. i have watched a video on sourcemod and how to install it but im not getting any feedback in console that it is installed. can someone help me with this issue?

if anyone can help me, the server i have doesnt have a addons folder in the file system. its like the hl2 file system and then theres folder called hidden that seems to have all the game files in it, no addon folder in there. im not sure how to set up the source mod.
