Is there some reason why we have to download custom maps at the loading screen? Perhaps a mod that will background download the custom maps on rotation so that when the level changes people don't have to sit there waiting to download the entire file?

I know it brings up security / unethicalness issues but i'm sure they could be worked out somehow... Perhaps in b5 Ging could add a menu option that you could click on and checkbox the custom maps you wish to download and it will download it (linux-esque).

I don't know the technical limitations of this, but it would be a nice thing to have.

Some servers have "fast downloads" enabled and bzip their maps up, this means downloading a map won't take more then 30 seconds. Others just have them on regular download and it'll take several minutes.

How do you configure your server for fast downloads? I did a google search but it didn't turn up much.

You will need to setup up http downloads, then at the location you give in the server.cfg create the sub folders of your mod - in the maps folder make sure there is a resource file for each map that requires more then the map file itself. Compress all the files, except the .res or resource file, to bz2 format.
