How do you make one?

I got:

"Resources"
{
"materials/customtex/helipad.vtf" "file"
"materials/customtex/helipad.vmt" "file"
}

is that wrong?

i find that PAKRat (http://www.geocities.com/cofrdrbob/pakrat.html) is much nicer than .res files as everything can be stored nicely in the .bsp

and while some people's mileage varies i can even get away with having custom model textures in the map without issue. gray & black IRIS any one?
